Allow an option to set a minimum rank for guild disbanding.

Just wondering if this is being worked on.I feel its important for this feature to be added because without a proper disband feature it chops alot of gameplay out of a server,theres been multiple guilds I have to go into the database and manually delete guilds and tags to make my players happy.
