It should be impossible to ghost people on arena spawns, and optionally all arena-marked tiles.
Also arenas will say people stacked on spawns have warped in when they really haven't.

Partially fixed in r346. Arena spawns should have an arena tile spec, which should avoid non-admin forced instances of stacking.
