Jamie, am I correct in assuming that this $raw you have is for creating custom packets, similar to your function in PlasmaEOProxy? Also, I like the look of it so far, and if I can find the time I would be happy to help!
Yeah, it's Server->Client. I think the only difference is EOEmu's format is $raw byte byte, as the proxy's was byte_byte

Eh It could just be a byte vult doesn't use anymore...If its not in any other packets so far, I wouldn't be concerned about it xD

Sorry for creating hype. I might not make any progress for months while I attempt to get a job and some internet. I'll start a big party out of it all though when I get back, like EOSEP did. Yay, server emulation! ---

That's not what I meant. Using the $raw command, you could do like $raw 14 35 or some shit, like with Plasmaeoproxy and !!proxy raw 14_35.
This would create a packet on the spot and send it, therefore emulating a custom packet, so you can see what different combinations do.
