I've been going through some of the tutorials on web page creation and there's a lot of available types of web page file, so I was just posting this to ask what 'format' would be the easiest to work with or the most powerful :)

There is no best. If you are just learning; look into HTML & CSS (http://www.w3schools.com/). You are going to use those for almost every web page you create. Then after you have those two down move on to a programming language such as PHP, Python, Javascript, etc.
