i didnt know where to put this but back in 2009 i saw a post for seose 0.3 heard it was going to be open sourced and realy easy to edit and all kinds of other stuff but then all of a sudden its canceled and kalandra is out i wonder about this  is kalandra the base of seose 0.3 for some one to make something like that?

If you read the forums you would realise that sordie has dropped all seose related work.

There wont be any further releases.

Im not sure what the deal is with development on kalandra though.

"seose 0.3" is kalandra. as far as I know, 0.29 was supposed be last seose but the sordie dropped seose out, like neverrar said.

Sordie has dropped all work on Seose and rarely touches Kalandra. Sausage has quit working on EOSERV as well and is supposed to be working on EOSERV2. Rena disappeared like usual so I wouldn't rely on her emulator if you had that in mind either. I would say use EOSERV and hope that Sausage creates something to move the characters, accounts, etc. over to EOSERV2 when/if it's released.
