Depending really on how smart you are. Some people that attempt to run servers are just plain stupid and can't understand what copying files do.
Seose is easy to setup but is closed source so you can't add anything new.
EOServ is harder to setup but using the search box on the right will point you in the right direction. Also open source so if you know C/C++ then you can modify :)

EOServ all the way. Seose is a good beginner emulator to start off on, but once you learn how to use your brain and can compile EOServ, you can do whatever you want.

At one point I was going to use the tag "Seose: By a dumb blonde.. for dumb people" People should use either EOSERV, Kalandra or their own software if they're serious about making a unique server.

Seose is not open source but eoserv you can edit and add commands.
EOServ need many downs, seose you only need to edit seose.xini and play.
Edit: I use seose to test maps

Kalandra is a server base that you can make you're server with. You will need to know what you are doing with that :P
I don't use any but I used to use Seose for quick mapping and EOServ for the main server.
