Apparently you didnt read the readme file it clearly says this:
Must be placed in the Endless Online directory (or any directory with EO's maps/gfx folder)
which signifies that you must put the files in your Endless Online folder to be able to load tiles.

Simple, just put all the files in ur endless online folder only. Not in gfx or anything, just in the endless online folder. Then open it up from there.

I Know Your Problem You Need To Get The Alleg42.dll And Eomap And The Other Eomap And Read Me File And Put Them Into The The Map File On Endless Online
