ok i have this patch that i want to add in my SEOSE but i wanbtit where everyone can see it wirth out downloading it is there a way to add the patch into a folder or w/e

No. They would need to download the modified files and put them into their clients respective folders.

Wouldnt this only stand true if they distributed all files, and not only completely modified files?

Say someone edited gfx001.egf so it was nothing like the original, and had no original gfx. They offer a download for ONLY that file, and no others. This in theory would not break any copyright laws, correct?

You'll have to completely edit every single item without copyrighting the already existing artwork.
