Visual Studio or Codeblocks - assuming the bot is made in C++, which it lost likely is. At least I haven't heard of any not made in C++.
Edit: oh and of course there is Scar scripts that act as bot. You need Scar for that.

I'd suggest looking in the map and npc handlers in eoserv's source to see how the packets are stuctured as well. If you want the bot to work based of packet queues.
