how do I make it to where a non admin cant use $warp. and how to make it to where you cant use #class to keep changing classes

EOSERV doesn't have a #class command, and players can't use admin commands by default because the admin.ini file designates minimum admin levels.

If you're using the Eosource fork, this isn't the place to be asking questions about it.
