 Atlas GUI
Found it while searching for all gfx id's etc. (Note: Can only find Console's list but It's not everything, just Weapons, Armor, Inventory and Drop.)

Yes! Completely free to use. I believe the artist is Lucian? Wouldn't take my word for that though. Or Knight made it.
