Yes, although I don't think Stava's intentions were to release those.

I see anyway u can ask him and see i just wanna use an on my own server offline

His pub files might have stuff that wasn't in his free release...So just use those :)

Honestly, he is going to have to create some pub data. Stava’s SEO pub file was a bit different from EO. It may be good to even build your pub data from scratch if you are using a mesh of EO and other resources. It might even be more helpful in understanding pub structure and balancing your game. It also adds some originality to your project.
