Im having a problem with trying to spawn an item in a chest i set it and i walk through the chest and the chest wont open with the item in it 

Confirm that you have both saved your map and have reloaded it within your server. There have been no reports of error with this function since the release of 0.3.1b.

You need BOTH the "Item Spawn" tile AND the "Chest" tile.

Item Spawn simply lays the array for items to spawn. The chest tile tells the client that there is a chest there to open.
