Something that is usually the issue that no one has listed above is try updating your .Net framework. When I first started mapping a long ass time ago it was the one solution that helped me out.
But since you said windows 10, I'm not entirely sure, as .net framework is pre-installed on your PC, although I'm not sure which version of it that Win 10 comes installed with.
If the above does not work, try resetting back to before windows 10 self-installed, or if you don't have a lot of things saved on your computer, just do a factory reset and then see if the map editor works.
