packet loss does mean you have a bad connection. it could mean numerous things. 1 is the physical connection between you and the server is torn somewhere (damaged cable) and packets are not making it.
start command prompt.
type in:
ping www.cbc.ca -t
press Enter
this will ping cbc.ca infinitely. leave it running for atleast five minutes. (you can minimize command prompt and continue working on the computer) Then after five minutes have past, press control + C together. This will stop the command prompt program and show you the results.
if you have a % loss greater than 0. This means your connection is broken somewhere. Call your internet service provider and explain. They will fix the problem for you.
