Been there done that
I use this method for fishing woodcutting harvesting mining :D simple no coding needed
Simply gfx replacing then when mapping it, place npc spawn, then surround it with a bunch of npc blocks, then you're done, right? ;D
or set the npc to speed (7?) to make it not move xD ---

Haha, yeah, but I am comfortable of adding a bunch of npc blocks, and I was like. "Oh well, you can't move hahaha bitch, where are you going now?" Sorta evil, but I find it funny. xD ---

This really isn't new I have done it and I I don't know about other servers but it could also be seen on Bones-underground if I recall correctly.

I guess Nerva doesn't mean that 'Static Npc'. If you would add a different strip of Barrell/Rock/Bush to the NPC gfx and all it would quite
confusing as there are objects of the same too. If I would try to implement it I would try a better way by doing so that if you turn the quest on it would turn some objects into a static npc for you till you get done with the quest. Much cleaner way to implement that
if I am correct.
Wouldn't really be that confusing the barrels that players would be able to attack do have names above them so they can differentiate which ones are "breakable" and which ones are just objects. Your alternative sounds cool but I'm not a coder and this is more of a easier way to do it for
other people to add in.
Thats a great idea, i am doing the same. But there is one problem. The barrel attack back to you. Isn't it? Or there is a way to make it not to attack you?

This could be done in an open source. You could just disable attacking for a certain npc.

What callum said,
But if you're using eosource, set the npc type to 15 [quest] in pub edit, and go to drops config and set whatever drops you want. ---
