Is there a way to get a $1 VPS? My mate recently got one for $1 but he wont tell me.

Any VPS you can rent for $1 you'd probably be better off just throwing your dollar down the drain.
The cheapest professionally run VPS are $5-6/month on burst.net, and even they're absolutely terrible.
