403 Forbidden?

Lately I've been having trouble working my way through EOServ.
I'll refresh my page a couple times and the page will finally show up, but it's that page. So, I decided to see what was the issue. I opened up Internet Explorer to see if EOServ worked on a different browser, because I normally use Google Chrome. IE said that I was getting a 403 Forbidden. To be honest, I have no clue what it is, and that's why I came here. I was hoping one of you smart members or EOServ will kindly explain what is happening.

Thanks in advance,
 Flazex

In the HTTP used on the World Wide Web403 Forbidden is an HTTP status code returned by a web server when a user requests a web page or media that the server does not allow them to access. In other words, the server can be reached, but the server declined to allow access to the page. This response is returned by the Apache web server when directory listings have been disabled. Microsoft IIS responds in the same way when directory listings are denied. (This response may also be returned by the server if the client issued a WebDAV PROPFIND request but did not also issue the required Depth header, or issued a Depth header of infinity.)
