You never originally said that, leading to your question above. Your ip is basically based on where you live. While you can mask and "manipulate" what number is shown on your IP you can not, for the most part, change it without moving. If you are asking about a static IP, that just prevents the fourth number of your IP from changing (Ex: 121.0.0.1 to 121.0.0.2)

If you are wondering about why some servers have no-ip's, that just masks the actual IP number.
