Is it a program? "By-Pass Ban Proxy" I've never heard of it, do you mean a proxy that can by pass bans? Because that would be a VPN, google for a free one. ---

Yeah thats it. I don't think that has more then one IP though so if you get banned with that IP you have to use a different free vpn.
