And I assume(ASSUME) that you have to have so many + rep's before it = 1 true rep. Because before it used to be +1 would make your rep go up 1 an then me an vanilla abused the shit out of it till this new system was put into place. ---

You actually have to get more +1s than -1s before you can get anywhere. If the RepLvl wasn't capped at 0 you'd probably be in the negatives.
