New Gfx + Item IDs
When I replace an armor in gfx 13, do I use the original Item ID for my new armor? How can I edit the Item IDs? Pub Edit?

If you're asking what the GFX number should be in GFX 13, add the last line you have by 29 and that should be the start of the new armor.

I replaced the first armor in gfx 13, that crappy green armor, with an armor I made. If I want to use the armor I made in-game, would I have spawn the armor with the item id of the green crappy armor? Idk what you're talking about, lines..?

In the Pub Editor, change the GFX ID to whatever the GFX ID of the 'crappy green armor' is in the pubs, not the item ID.

ok. I am really confused. I changed the .bmp of the soldier plate (item id: 143) to the .bmp of my armor in reshacker. What would be the next step? What would be the next step?

Spawn item 143 in your server and see if it worked. o_o;

The gfx id is the number in wich it appears in that gfx file, the icon id is the number that the item appears as in gfx 23, the inventory drop gfx file.

You don't need to worry about the GFX ID or Number unless you're adding a new item, if you're replacing an old item then it does not matter.
