I think I'm ready to start getting players, where the best place to promote it for free?

There are lots of top mmo sites that you can promote your server, like BU does it everywhere, i'm not sure of the sites name exactly, but if you go to BU website, just see where they advertise.

Why am I still here...

There isn't really, unless you consider your server as it's own game. Then you would be able to find sites like Pickup said. Other wise, you could try advertising on other servers which I don't necessarily suggest considering people that see you advertising probably won't go. But if it's on a shitty server and the players don't really like it, then you can tell them to go to your own server. Or meet friends with people and tell them to go to your server. Or you could advertise on Rakuhana, but I don't even think it's very active anymore.

Since EO is dying off, I don't really think it's worth of your time to advertise it. The community is still around, but the game is gone.
