Let me describe it on another way :P It's a forum category where you can junk topics which you don't want to be deleted but unreadable for normal users.
Mods can actually read deleted topics/posts though, so :\
so can players o.o if a topic gets locked recently and you click it you can read it
You can read a locked topic, not a deleted one.
