Wait what do you mean when you say upload a picture from a site? If you mean you want profile picture from a site, you can right click the image and click save as, then come to eoserv.net and upload that saved picture as your profile picture here.

Oh shit, right click -> save picture saves the day again!

like if i save the pic then upload or something but i found out windows photo viewer would not show it moveing

No Windows Picture Veiwer does not show animated GIF files as an animation, it only shows the first frame of the new ones, or all of the frames side by side.
