Any game that utilises a central server for game play, yes, you can create a private server for it. However the amount of work required to do so often exceeds the returns:
- If a server emulator has yet to be written for the game in question, one would have to be written. This can involve reverse engineering of the original client and server protocol and is not by any means simple to do.
- If the client is hard coded to a specific address, then modifications to hosts files would be necessary to redirect the requests to the game server to the private server.
- The developer or production studio responsible for the game may not approve of such activities and could possibly issue legal action to stop it from proceeding.
So is it possible? Sure. It is even remotely simple? Not by a long shot.
