Im a member of a serv and when i try to change the stuff with pub editor (Client) and save it, it works but when i log bak in game and open pub editor, everything tht i did dissapeared. If i need to change the things, do i need to give the changes of the pubs to the owner first? 

Yes, for the pub flies to work, they must be put into the server's folder. The owner should know where to put the pub files in the server folder.
