I don't think he meant web code, I think he is referring to website ''creators'' that require no code input such as: Weebly, Blogger, Webs etc.
EDIT: I would recommend 'Blogger', you can edit the HTML of the page anyway,
And there is also a lot of sites that provide pre-made XML files that you
Can upload.

For full customization....definitely code it yourself and use a text editor. Otherwise, DreamWeaver is the only thing I've used (and I used it back when Macomedia was still a company -.-) ---

I wouldnt go with a website creator. Personally, i hate them. You'd be better off learning html/css/php and its not even that hard. You also get the best results. ---

Trial and error is the best way to find out how shitty your coding skills are, you're better off learning from the book and then trial and error.
I would pick "000webhost". They're really efficient at keeping their servers online and have decent bandwidth etc. "Zymic" hosting offers good bandwidth, database support, sub-domain support and a nice ACP.
