Use the CMD to check if there is another program running on this port.
netstat -o
netstat -na

Are you sure your ip address is correct?? It has to be spot on correct.

Check your firewall.
What should i check for? I've also ported 8078 through my firewall too. I don't have any other firewalls except for windows.

I had the same error make sure the port you are using is the same for [Game] and [Binding] in the SEOSE XINI file then go to eoconfig and make sure the port is the same and you are the server is localhost. This should fix your problem
