Yes it is impossible, there are no ways to do this at all, until you download PubEdit or EditPub which you can download from here. And that also comes with more tools that you can edit stuff with.

Download pub Editor > then File open > go to pub files and open dtn001 and open > Double click npcs, set damage, hp ect > file, update >file save. Close pub editor. Restart server for effects.
