You should check you're internet properties and make sure you have the port opened. Open internet/firewall and make sure you have the port open that you are trying to use.

I have a problem somehow like that but my bind is 0.0.0.0.I portforwarded and everything and then when i open eo it doesnt let me login it says that its not online...
