You could just have windows start mysql as a service so it automaticly starts or you could have a dedicated machine that is never turned off.
But yea, sqlite wouldn't need a service started.

when i do use mysql it was set as a service and the odd time wouldn't restart with my pc took me like 20 min to fix but i am working on gettting a server pc so i dont have to restart.
