If my recollection is correct you should be able to IP Ban or Permaban a user using the Administration or User Control Panel, provided you have all of the given Administration rights of the site if you aren't already the owner. But people will always find a way to get around bans. Proxies, or If
they have a dynamic IP they can just reset their internet router and get a new IP.

Thanks you but I'm guessing that their is no way to ban their computer name? So they can't access the site even if they did change their ip.
