It means the port is already in use; make sure you only have one instance of EOSERV open, and if you use EOProxy change the local port that it uses.

Could the fact that i'm running it under Wine under Ubuntu be a problem?

If there's nothing else that would trigger it, possibly. You're better off compiling it for Linux if you're serious about hosting a server.
