WebCP should have a way for server operators to destroy inactive accounts and their characters by entering a last used date or possibly entering a date range in order for servers to free character names that may have just been horded early in the server's life for no reason.

That seems overkill, extremely prone to mistakes and a definite target for abuse/attack. Leave cleaning up the database to the database admin, where the clauses you can specify are also infinitely more flexible than a web form could offer.
