In quest.cpp (line 262) we have "// TODO: Good way of updating skillpoints"

Packet(PACKET_STATSKILL, PACKET_ACCEPT)

Short: 0

This is the reply packet when a skill point is used to increase a spell's level. It appears to work well for this purpose with no observable unexpected behavior.
