To somewhat emulate main a bit closer, add an optional configuration to allow NPC's that are not under kill-steal protection to ignore ownership and damagelists and simply attack the closest player.

I don't think the official build has kill steal protection yet.
Regardless of the implementation of the kill protect feature, this mechanic should be considered a separate missing feature. The official EO server uses some strange chase-the-character-id method to target the highest character id. Not sure if EOSERV should conform to this or use a more sophisticated method of chasing when the NPC should not have an actual owner character. This may fall under better NPC AI improvement, but consideration should be given to this type of NPC.
