Allow the author of a topic to vote for off-topic responses to be removed either automatically or by moderator.

Seems good. This also gives me another idea, shouldn't people be able to delete their own replies?

Moderation should be left to moderators. A report option should be there, but it shouldn't be restricted to topic creators.

Deleting your own posts isn't desirable, since the goal is to create content, not remove it, and it almost always leads to breaking the flow of conversation.
