the short answer is yes in v3 whenever sordie makes it, you will be able to code in scripts or commands to do whatever your heart desires. but currently? no you cannot

Theirs several ways to do it.

1. Mutate the map with different npc spawns while updating the map by hand.

2. Have an holiday map in place, that will have the npcs on the map.
