have you portforwaded correctly ?

also if you have, download the no-ip updater, it can help sometimes.

You can get the updater from the no-ip.org website

you could also download the PFportChecker off portforward.com, this lets u see if your port is open. it is helpful because your router IP changes every now and then and this allows u to see if it has esialy.
