No-IP, DynDNS, and alike services are for people who have dynamic IP addresses. When your IP address changes, it will update your hostname (rawr.no-ip.org, rawr.homeip.net, etc.) to your new address. This stops you from having to give out your IP repeatedly.
They have nothing directly to do with Seose or EOSERV. The only thing that you might do is put your hostname in the IP/Host field in the SLN block in the configuration. Other than that, it has nothing to do with Seose or EOSERV.
