Something is preventing external connections to your server. Probably a firewall or you haven't port forwarded correctly.

1. Double check that your router is forwarding connections to your computer. (If applicable and vendor specific)
2. Check that you have a firewall rule for Seose.exe (Start->Run...->wscui.cpl)
3. Do you have any anti virus or networks security software?

Apart from that, as long as the domain name rawrreo.no-ip.org is setup correctly your Seose.xini file is fine.

well, i changed it back it dident work.. i got a pro to portfoward for me and it still dont work not this all happend when i left for like 1-4days.....

It has been fixed. Thank you all so much. (I'm saying this for Crystal because she doesn't thank people) XD
