Something is preventing external connections to your server. Probably a firewall or you haven't port forwarded correctly.
1. Double check that your router is forwarding connections to your computer. (If applicable and vendor specific)
2. Check that you have a firewall rule for Seose.exe (Start->Run...->
wscui.cpl)
3. Do you have any anti virus or networks security software?
Apart from that, as long as the domain name
rawrreo.no-ip.org is setup correctly your Seose.xini file is fine.
