ok im standing in a map right now and i want say a um goat to spawn here everytime someone kills it how do i do that

Use a map editor to put an NPC there.

ok now for that i got to make a download client right

You need a compatible map editor to add NPC spawns to certain maps... not sure if there's any that are downloadable though... so I suggest wait for any new versions or make your own.
